It depends on who you are going through. I travelled with a student organization that extended the deals to non-student, but if you are going through your university you have to check with the department that takes care of the study abroad tours. I know that my university was hosting a study abroad trip to Cambridge and if the seats were not filled by students they offered the same deal to friends or family members of the student going on the trip.
